HONGKONG, AUG. 15

A Bill to give power to expel undesir- ables from the colony will be introduced in the Legislative Council on Wednesday. It will not apply to British subjects, or to other persons who have resided in the colony for more than 10 years. Another Bill to be introduced on Wednesday will provide for the authorization of the death penalty for a number of offences hitherto punished by imprisonment.

In the Bill dealing with the expulsion of undesirables these are listed in 14 categories and include persons suspected of being likely to promote sedition or cause disturbance to public tranquillity, and those unable to support themselves. Expulsions may be ordered, after summary inquiry, by a magistrate or other competent authority appointed by the Governor, Camps will be set up for the examination of people arrested as suspected undesirables.
